Hm, I don't know what could be a problem. First, you have to download the file. Extract it (unzip). From Blogger LAYOUT ► EDIT HTML ► click Browse. Locate the buttons.xml file on your comp, and hit Upload.
If this is still not working, I'll email you the file...
